Eligible target countries are all developing countries listed as ODA recipients by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). An exception are those countries, against which the European Union or the United Nations have imposed sanctions.

- Annual turnover ≤ € 50 million or annual balance sheet ≤ € 43 million
In addition to the above terms, the company must fulfil the criteria of an autonomous enterprise. Additional information on the SME definition is available on EU's enterprise policy website.
